As many of the important industries in China are still fully or partly state-owned, and because of the bureaucratic nature of the Chinese administration, there is simply no avoiding dealing with the government in doing business in China, whether it is the local or the central government. Though often portrayed to be difficult or even dangerous, this is in fact fundamentally no different from dealing with any government, though the Chinese ways of doing things may be unfamiliar.
