The step-by-step opening up policy is most clearly seen in the traditional media sector. Although many kinds of businesses are still heavily restricted or even forbidden, one is baffled by the appearances of such businesses on the market. The fact is, they are finding guises to operate in the "grey areas" of the laws and regulations. Instead of negligence on the part of the government, this is in fact almost intentional: as the market grows bigger and more mature new regulations and laws will eventually be devised and supersede the old, out-dated laws. Hence, in this field, it is of utmost importance for one to discern the trend in policy developments beforehand in order to survive and even to take advantages of the changes, whether it is through familiarity with inside government politics or otherwise. With the upcoming 2008 Olympics more than 40,000 foreign journalists are swarming to China. Many new changes in the policies are expected, with all their complexities. For us, changes always mean opportunities and excitements.
